Northern California Rites Of Spring By W.H. Spencer GILROY. Cal. April 13 - San Jose's Eastside motorcycle club put on another fantastic spring event. More than 2,500 fans showed up to bask in the sun and watch some fine motorcycle racing. Racers, 300 of 'em, did a fantastic job of keeping spectators thrilled. The show was stolen by the National #1 sportsman rider Paul Johnson, winner of both bis heat and main. Johnson was never headed, but the real battle was for second with Al Kenyon not quite able to match the pace of Dave Bellina on this super tight track. The 375 Novice event belonged to Steve Wolkow who has found the fastness in his Bandido. It appears that many of the familiar hero riders have quit or are waiting for sponsorship as obvious newcomers were winning races that had always belonged to one person. Wisconsin Self-Help To Create Cycle Parks By Chuck In every major motorcycle area there Is a person who quallfles for the tiUe "Mr. Motorcycle". In Southern Wisconsin that tiUe would have to go to Trlumph-BSA dealer Rodney Kreunen.Rodney's store Is located in the state capital of Madison, home of the University of Wisconsin. Like most of us, Kreunen has been painfully aware of the growing shortage of off-the-road areas to rlde'bikes, during the period that the number of motorcycle enthusiasts seeldng such places to ride has been Increasing by leaps and bounds. Unlike the rest of us, however, he decided to do something about It. And his plan, If successful, may provide the basis for similar programs throughout the United States. The Kreunen plan was presented to the Wisconsin State legislature ,recently In the form of Assembly Bill 139. it provides for the creation of an outdoor recreational program, adm1n1stered by a council of from five to seven motorcycle enthusiasts appointed by the Governor, who will lease or purchase lands for the use of motorcycles for events, recreation or sports. Money for the program will come from a fee of $2 added to the license fee of every motorcycle registered in Wisconsin. With a 1968 registration of 73,846 motorcycles a total of $147,692 would be collected. That would lease a lot of ground. And each year there would be more money available. Kreunen points out that there are many miles of abandoned railroad rights of way in Wisconsin that would be ideal for motorcycle trails and could be purchased for a song. At first glance, It appears less than fair to tax licensed (road) motorcycles to Clayton provide off-the-road parks. But Kreunen points out that nearly all off-the-road motorcycles in Wisconsin are also licensed for road use. Also, the mlc license fee in Wisconsin Is among the lowest In the U.S. (presently only $5). It is no secret that the state Is contemplating raising this fee, unless the park program goes through, and motorcycle enthusiasts would then get no benefit from It whatever • Your publisher journeyed to Madison for the Assembly Conservation Committee legislative hearing on A.B. 139 in March. Because of the careful groundwork laid by Mr. Kreunen, the bill went through the committee without a hitch. It was co-sponsored by 16 representatives and a more bl-partisan bill I have never seen. There were nine Republicans and seven Democrats among the co-authors. Mr. Joe Hope, representing BSA and Triumph distributors, testified that the bill was a logical solution to the growing problem of accommodating leisure-time activities of the U.S. population. I pointed out that If Wisconsin took the lead with the Motorcycle Recreation Program, other states would soon follow their example. Kreunen also arranged for us to appear on a local radio talk program to discuss the bill with telephone callers. In sum, the bill seems to have every chance of being enacted. GENE H.
