Script for THE REPORT: Citations to Public Records and Reporting Page 2 of 326 "The Report": Citations to Select Source Material SCRIPT 1 Examples of Source Material Scene 1: EXT. OFF-SITE LOCATION – VIRGINIA – NIGHT – COLD OPEN – FLASH FORWARD Tilt-down of a windowless off-site CIA facility. Armed security guard the entrance. Numerous public source documents detail how the U.S. Senate Select Committee on Intelligence's "Committee Study of the Central Intelligence Agency's Detention and Interrogation Program" [aka, The Committee's Report] was researched and drafted at a CIA offsite location in Virginia. According to public statements and records (detailed below), this was an unusual arrangement and was the result of a series of negotiations between the then Director of the CIA, Leon Panetta, and the Chairman and Vice Chairman of the Senate Select Committee on Intelligence (the Committee). See Transcript 2 and Video Coverage 3 of Floor Speech by then-Committee Chairman Feinstein, "Remarks on Committee Report on CIA Detention, Interrogation Program," March 11, 2014: "The committee's preference was for the CIA to turn over all responsive documents to the committee's office, as had been done in previous committee investigations. Director Panetta proposed an alternative arrangement: to provide literally millions of pages of operational cables, internal emails, memos, and other documents pursuant to the committee's document requests at a secure location in Northern Virginia. We agreed, but insisted on several conditions and protections to ensure the integrity of this congressional investigation.
