Redistricting as a result of the 2020 census looms large in the background. States from Rhode Island to Michigan to Illinois to West Virginia will lose congressional seats due to shrinking populations. This could also influence the policy proposals advanced during the next two years. With an eye toward the next Congress, we will have over 50 freshman House members to educate. We met many of them during their campaigns, but building strong relationships where possible will be key to maintaining the U.S. sugar program. While top House leadership remains largely unchanged, there are several new chairmen and ranking members in key committees for our industry. Congressman David Scott of Georgia will be the next chairman of the House Agriculture Committee, replacing Collin Peterson. Republicans have selected Glenn Thompson of Pennsylvania to lead them on the committee. The House Appropriations Committee will be led by Rosa DeLauro of Connecticut, a friend who is well-versed in our industry. Our typical February/March fly- ins will all be virtual this year. The significant staff and member turnover that is typical after an election always keeps grower-participants busy. Putting growers in front of congressional offices is the legislative high point of our year. Your grower-leaders do a fantastic job representing the industry in the halls of Congress. In November, USDA's Risk Management Agency (RMA) set a preliminary price election for beet sugar at 14.6 cents per pound. We are working with RMA to improve the accuracy of their price election. We are suggesting improvements to their model for calculating the price election and the ways in which they collect and input model data. This will ensure the coverage accurately reflects the expected value of the crop being produced. RMA also created an Enhanced Coverage Option to be available for sugarbeets and other commodities for 2021, allowing growers to buy coverage up to 95 percent. We recommend speaking with your agent about this new coverage. Believe it or not, 2021 is in fact going to be an exciting year of recovery for our nation and our industry. n
