The American Trucking Associations and OwnerOperator Independent Drivers Association disagree, both questioning a study cited by the alliance. Even the alliance's data, however, says just 1 percent of accidents exceed the $750,000 minimum. • The Federal Motor Carrier Safety Administration announced it will study the issue of driver harassment relative to electronic onboard recorders and conduct in-depth interviews with carriers for use in its formation of an EOBR rule. • A National Transportation Safety Board report said the collapse of the I-5 bridge over Washington State's Skagit River in May was caused by a truck driver hauling an oversized load that struck an overhead portal and some sway braces. The load was 15 feet, 9 inches high and reportedly came in contact with an overhead section only 14 feet, 8 inches high. • Paccar, parent company of Peterbilt and Kenworth, was charged by the Securities and Exchange Commission in June with failing to report operating results of its aftermarket parts business separately from its truck sales business, which is required under SEC guidelines. The company agreed to pay a $225,000 fine. • OOIDA and the Teamsters Union petitioned a District of Columbia appeals court to rehear their case against FMCSA's cross-border trucking pilot program with Mexico. A court ruled April 19 to uphold the program despite OOIDA's concerns.
