132 Though Wright's gallery sees a lot of activity—in part due to its location and in part owed to his promotional efforts—he remains sensitive to other artists' strug- gles. "One of the things [that] is really needed is a larger-scale, comprehensive plan for the arts in Lowell," he says. "I think that is going to happen." He points to the fact that cities of similar size have had cultural and economic success as the result of such initiatives, and he believes it's the working together of city officials and artists that makes the difference. "If Lowell really wants to become an arts destination," says Wright, "it needs to determine how it is unique. It's in the pro- cess, [but] it needs some leadership." Another of Lowell's cultural attachées is Maxine Farkas, director of Western Avenue Studios and property manager for Western Avenue Lofts. Since 1997, she has watched the city make a concerted effort to bring artists into the fold. "There was a real push to bring artists here," she says, "just as there was a real push to bring the Mill Girls here. We were the next thing." In 2005, there were only 13 studios available for rent at the Brush Gallery, and artists had to wait for a vacancy, and then be juried in. Response to demand came in the form of Western Avenue Studios, which now comprises 245 work studios, 50 live/work lofts, and 355 artists in a five- acre plot. A recently added events space invites a new wave of artists to engage. "We are starting to see that transforma- tion," says Farkas. "People seeking studio space attend events to connect with the arts community, and they 'bring their market.' That's where we are going to see the change." Though, she cautions, "We have to be careful not to raise expecta- tions too high and then not deliver." One cannot explore Lowell's art scene without visiting the Lowell National Historical Park.
