H.R. 1765: Reducing Flight Delays Act of 2013 Through passage of H.R. 1765, the House and Senate voted to put an end to the April 2013 FAA furloughs of air traffic controllers and other aviation safety professionals, which occurred as a result of the spending cuts mandated by sequestration. The sequester cuts to the FAA Operations budget that caused air traffic controller furloughs led to massive delays. During the week of April 21-27, 2013, delays nearly tripled from 5,103 delays to 13,694. After just one week of furloughs, it became abundantly clear that a fully-staffed air traffic control workforce is necessary for our National Airspace System (NAS) to operate at full capacity. First, the Senate passed a furlough-stopping measure (S. 853) by unanimous consent on April 25. The following morning, Rep. Latham (R-IA-3) introduced similar legislation (H.R. 1765), which received overwhelming bipartisan support and passed the House by a vote of 361-41. Because the House is required to initiate revenue bills, the House used the Senate-passed language to create its version of the legislation. After the House and Senate each passed the bill, it was signed into law on May 1, 2013. This enacted legislation gave the FAA the ability to transfer $253 million in funding from the Airport Improvement Program account to the FAA's Operations account in order to end the FAA furloughs and allow aviation safety professionals to return to work full time. H.R. 2775: Continuing Appropriations Act of 2014 H.R. 2775 was signed into law on October 17, 2013, and ended the two-week government shutdown. This bill passed the Senate by a vote of 81-18 and passed the House by a vote of 235-191. On September 30, 2013, the end of the fiscal year (FY) 2013, Congress had not passed appropriations bills to fund the government in FY 2014. Therefore, on October 1, the government was forced to shut down. This included the FAA, and left most of our members on the job without pay, and the rest furloughed. The Office of Management and Budget (OMB) estimates that total furloughs cost the government $2.5 billion. The Continuing Resolution (CR) ended the government shutdown and allowed furloughed employees to return to work. Specifically, the CR funded the government through January 15, suspended the debt ceiling until February 7, and required that the House and Senate create a budget committee similar to the Super Committee of 2010 to reach an agreement on a budget.
