COMMITTEE STRUCTURES // HOUSE U.S. HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE The House Committee on Transportation and Infrastructure has jurisdiction over highway safety, interstate commerce, marine and ocean navigation, non-military aeronautical and space sciences, and other related matters. Within the Committee, the Subcommittee on Aviation has jurisdiction over all aspects of civil aviation, including safety, infrastructure, labor, commerce, and international issues. All FAA programs – with the exception of research activities – fall within the purview of the Subcommittee, including matters related to air traffic control modernization and use of the navigable airspace. U.S. HOUSE OF REPRESENTATIVES COMMITTEE ON APPROPRIATIONS The House Committee on Appropriations is tasked with creating "appropriations made by law" prior to the expenditure of any money from the Federal treasury, as defined by the U.S. Constitution. In this capacity, the Committee is responsible for drafting the legislation that allocates federal funds to government agencies, departments, and organizations each year. For each fiscal year, appropriations are limited to the levels set by a Budget Resolution that is drafted by the House Committee on Budget. Within the Committee, the Subcommittee on Transportation, Housing, and Urban Development is one of 12 subcommittees and has jurisdiction over matters related to the FAA.
