COMMITTEE STRUCTURES // SENATE U.S. SENATE COMMITTEE ON COMMERCE, SCIENCE AND TRANSPORTATION The Senate Committee on Commerce, Science, and Transportation has jurisdiction over highway safety, interstate commerce, marine and ocean navigation, non-military aeronautical and space sciences, and other related matters. Within the Committee, the Subcommittee on Aviation Operations, Safety, and Security has jurisdiction over civil aviation, with specific oversight responsibility for the FAA. The Subcommittee controls authorizing levels for all of the FAA's programs and monitors the agency's grant-making efforts in funding airport infrastructure projects and air traffic control facility upgrades. U.S. SENATE COMMITTEE ON APPROPRIATIONS The Senate Committee on Appropriations is tasked with creating "appropriations made by law" prior to the expenditure of any money from the Federal treasury, as defined by the U.S. Constitution. In this capacity, the Committee is responsible for drafting the legislation that allocates federal funds to government agencies, departments, and organizations each year. For each fiscal year, appropriations are limited to the levels set by a Budget Resolution, which is drafted by the Senate Budget Committee. Within the Committee, the Subcommittee on Transportation, Housing, and Urban Development (THUD) is one of 12 subcommittees and has jurisdiction over matters related to the FAA.
