north smithfield blackstone woonsocket edition | valley breeze | JanUary 8-14, 2015 woonsocket 3 By SANDY SEOANE valley breeze staff writer sandy@valleybreeze.com WOONSOCKET – The terms of two members of the city's first appointed School Committee have expired, and while Mayor Lisa Baldelli-Hunt appointed one of the original picks for second term this week, the other was replaced with an educator who works in Massachusetts. Susan Pawlina, a city mother with a child in the school sys- tem, was first appointed by Baldelli-Hunt last December for a one year term. She was an active member of a local watch- dog group, the Woonsocket Taxpayers Coalition, and works as a certified nursing assistant. On Monday, the City Council confirmed Pawlina at the mayor's recommendation to serve for another term, this one for three years. "She expressed an interest in being reappointed and we had a conversation," said Baldelli- Hunt. "Certainly she has some additional work that she wants to proceed with and I think it's fitting that we keep her on the School Committee. She has done a wonderful job over the last year." Also appointed for three years was newcomer Donald Burke, an Edmund Street resi- dent who has taught English at Bridgewater Raynham Regional High School in Raynhan, Mass. and Xaverian Brothers High School in Westwood, Mass. Burke has served as chairman of the high school English Department, and has also worked as an adjunct profes- sor at Wentworth Institute of Technology in Boston. "Donald has been an educa- tor for 40 years," said Baldelli- Hunt. "What I find intrigu- ing is he is an educator in Massachusetts and I would like to be able to compare some of the protocol, pro- cesses, rules and regulation that are used in Massachusetts compared to what we do here." The mayor said Burke applied to be a member of the School Board when the city first sought applicants last December. Twenty-eight candi- dates were said to have applied for the five-member team in 2013, seeking spots on the first appointed board in city history. Voters authorized the switch from elected to appointed school leadership via a referen- dum on the 2012 ballot. By charter, the initial group of hires included two one- year appointments, for which Pawlina and retired laborer Daniel Chattman were cho- sen; one two-year appoint- ment, which is occupied by Citizens Bank employee Jose Rivera; and two three-year terms, which are currently being served by Committee Chairman George Lacouture and Vice Chairman Soren Seale. All subsequent appointments are to serve three-year terms. According to the mayor, Chattman has expressed inter- est in working on other city projects. "I'd like to thank Daniel for the expertise that he has brought to the committee over the past year," said Baldelli- Hunt. "Although he is not being reappointed, hopefully we'll be working with him as we move forward with the realigning of our athletic fields. He has a very strong interest in that area." Neither Chattman nor the mayor responded to emails ask- ing if he had hoped to serve a second term. The council unanimously confirmed both picks. "Your credentials are impec- cable," Councilman Roger Jalette told Burke. "I would like to welcome you." The appointees will join the committee at the next sched- uled meeting, a bit later than what some had hoped. At the committee's Dec. 17 meeting, only three of the five members were able to vote. "Mrs. Pawlina and Mr. Chattman's term expired either yesterday or the day before, and a replacement has not been made by the administra- tion," said Lacouture at the board's December meeting. "It is hoped that by the next School Committee meeting in January we will have five mem- bers, but right now we only have three." One resident questioned the legality of acting as a three- member body. "As per city charter it is required that you have five members on the School Committee," Lorraine Corey told the group. "I maintain this is not a legal School Committee meeting.' School attorney Sara Rapport assured Corey the smaller board was not a concern. "These are the existing mem- bers of the committee, and there is a quorum," Rapport said. Lacouture said it was disap- pointing to have to act without five members. "It was an oversight," Lacouture said. "The adminis- tration thought that the people who were on the committee would automatically stay on until the new people were appointed but that's not what the charter says." Burke joins Woonsocket School Board Pawlina appointed to serve a second term BurkE WOONSOCKET – Community Care Alliance's Youth Works411 Center, pend- ing funding from the Rhode Island Department of Labor and Training, is opening up the application process for the Greater Woonsocket 2015 Youth Summer Jobs Program. This six-week summer pro- gram is open to ages 14-24 from the greater Woonsocket area. Interested people from Woonsocket, North Smithfield, Cumberland, Lincoln and Burrillville are eligible to apply. The work readiness and employment program is an opportunity for teens and young adults to acquire the skills and training necessary to success- fully gain work experience. Spots are limited and those who have never been in the program before are strongly encouraged to apply. To be con- sidered for the program, all pro- spective participants and their parent or guardian (if under 18) must attend an application night at the Youth Center. Application nights are held every Wednesday from 4 to 6 p.m. at the Youth Center, 55 Main St., for a limited time. Prospective participants must bring to the application night: applicant's birth certificate, applicant's Social Security card, applicant's proof of address within the past 90 days and proof of family income for the past six months, or most recent SNAP statement.
