The athletic department had been pay- ing the university annually — part of the money it'd gotten from the Big Ten Network — for services that included utilities and payroll, among other things. But Burke said he "made a case" in the fall to Daniels and the board about the cur- rent method of allocating the administrative charge to the university, saying the method put the department in a non-competitive position. The method was based on the per- cent of square footage the department used in relation to the square footage on campus. It didn't seem like the right metric to drive the charge. Instead, moving forward, the athletic department will pay a percent of gross rev- enue, Burke said. "All of us need to understand, we do get services from the university. So we should pay some," Burke said. "So we showed them what the square footage allocation was do- ing to us, which was putting us up near the top (of the Big Ten in money remitted to the university) and we said … if we place ourselves at the median of the Big Ten, it seemed that would more than take care of the 'services we're consuming.' So we're still paying our fair share and yet it releases $2 million a year to us. "So that allows us to buy down the stu- dent ticket option, to create a more afford- able package for the students, it also allows us to take care of cost of attendance until we can the John Purdue Club growth to the point where they can help us with that. So that's a huge move. It's not rhetoric. It's ac- tion. Mitch's point to me and the board's point to me is we will invest in the intercol- legiate model as long as there's students and athletes. We don't want to be viewed as a minor league for the professional fran- chises. That's a huge move and important for people to understand." Of the $2 million, Burke will use $1 million annual for cost of attendance, a measure that was passed in Janu- ary in which the Power 5 schools will supplement student-athletes' scholar- ships with stipends. The stipends are designed to cover cost-of-living ex- penses that fall outside of scholarships. Burke said there is latitude in the NCAA rules, as long as it's fair male-to-female, to give stipends to certain athletes and not others. "We're not going to do that, and I don't think anybody in the Big Ten will do it that way," he said. "So if I didn't have that ($2 million), we'd have struggled." The change in the student ticket package also was a $500,000 hit, Burke said. Supporting that change will also come out of the $2 million. That leaves about $500,000 to help in other areas of the athletic department. "We'll stay at this level for three years, so we now there's at least $6 mil - lion coming back to us. And when the next television negotiation is done, we'll update our 10-year plan and see where we go from here," Burke said. MALONE INKED New tight ends coach Terry Malone will make $250,000 annually, according to the contract he signed in February. The contract includes the standard bo- nuses for academics, Big Ten finish, a Big Ten championship and a postseason appearance. Malone is the third-highest paid coach on the staff, behind coordinators John Shoop ($400,000) and Greg Hudson ($395,000).
