commercial carrier journal | june 2015 13 journal news T he U.S. Department of Transportation's Office of Inspector General last month announced it was auditing the Federal Motor Carrier Safety Administration's investigative prac- tices for high-risk motor carriers. Mitchell Behm, DOT assistant inspector general for surface trans- portation audits, wrote in a May 5 memo to FMCSA Administrator Scott Darling that the audit had been prompted by U.S. Sen. Dick Durbin (D-Ill.) and was to begin immediately. The 2015 appropriations legislation also directed DOT to review FMCSA's compliance review process. In January 2014, DND International driver Renato Velasquez crashed into parked cars on Interstate 88, causing the death of a Tollway worker who had stopped at roadside to assist a driver with a stalled vehicle, and also injuring a state trooper. After the crash, Durbin called for an audit of FMCSA after the Chicago Tribune reported that the agency had ordered an investigation of Napier, Ill.-based DND in early 2011 but never actually launched a probe or took cor- rective action. According to the newspaper, DND's violations had included drivers falsify- ing logbooks and violating hours-of- service regulations. "We owe it to (the Tollway worker's) family and the state police trooper who was injured in the acci- dent to fully review why this high- risk trucking company was allowed to remain on the road," Durbin said. "More importantly, I hope this Inspector General investigation will give FMCSA guidance on how to identify warning signs earlier in order to avoid a tragedy like this in the future."
