By Margaret Brand The Review-Mirror The axe didn't fall on Canada's dairy farmers or other supply manage- ment sector when news of provisions in the Trans Pacific Partnership (TPP) was announced on Mon- day. More cheaply pro- duced raw milk from the U.S. won't be moving across the border to be processed at Canadian dairies. But for the eleven other TPP partners the new deal allows duty- free access to 3.25 per cent of Canada's dairy market and 2.1 per cent of the chicken market. Canadian producers will have access to a new income guarantee pro- gram which will provide 100 per cent income pro- tection to dairy, poultry and egg producers for a full 10 years from the day TPP comes into force. Income support assis- tance will continue on a tapered basis for an addi- tional five years, for a total of 15 years. "We'll never receive a cent of that," said dairy farmer John Bongers who runs a successful 75 cow dairy operation near Philipsville. He sees the program as a smoke screen. "It almost sounds like they are reinstating sub- sidies," he said. He's grateful that agri- cultural leaders have been keeping their atten- tion on the TPP as it came into being. Last month Enbridge completed hydrostatic testing of their line 9 pipeline near the Gananoque River at Mar- ble Rock as part of the requirements by the National Energy Board (NEB). The test was one of three sites where testing was ordered by the NEB to confirm the reliability of the line. The pipeline is going back to its original role, after it was built in 1976, to carry oil eastward. For more than a decade it has been transporting foreign oil westward. Last month inspectors from the NEB oversaw the testing which includ- ed the operating pressure of the pipe to 125 per cent of its maximum operating pressure (MOP) as a one hour stress test. Another was a measure of the pipe's integrity at 110 per cent of MOP for four hours. The pipe will be carry- ing heavy oil from Bakken deposits in the west east to refineries in Montreal. The NEB also pre- scribed testing near Port Hope to the west and Mirabel, Quebec to the east. The pipeline stretches 639-kilometres between North Westover, Ont., and Montreal, Que and will be moving up to 300,000 barrels per day up from 240,000. It also gives permission for heavy oil to be moved through the pipeline. The event, which for 29 years was traditionally held by the Delta Mill Society on Thanksgiving weekend, was a collabora- tion with a number of vil- lage groups including the Delta Mill Society, DARS, the Fair board, the United Church, and the fire muse- um. "We'll have to get Mother Nature on the planning committee," said Delta Fair Secretary/Trea- surer William Morris who wished the weather had been as nice as the previ- ous weekend.
