OSH Circular 2015 - 11 (17 December 2015 )
Verified Container Weights
This OSH Circular is meant to serve as a year - end reminder , that the International
Maritime Organization's amended Safety of Life at Sea Convention regulations dealing
with the verification of container weights before loading them aboard ship will take effect
01 July 2016 .
The ILA - USMX Joint Safety Committee ( JS C ) had delayed the iss uance of this circular,
while we await ed the still - to - be developed procedure(s) that our ind ustry must
crystallize around. As we wait, w e urge shippers (upon whom the most weight [pardon
the pun] is placed in relation to compliance), their intermediaries (consolidators, brokers
and forwarders), ocean carriers, railroads and marine terminal operators to make the
most of the next few months in order to formulate , coordinate and implement the
necessary manual and electronic protocols.
As guidance to all parties, the Through Transport (TT) Club has set out excellent
information within a dedicated webpage (that includes essential links to some very
desirous data) . As an added feature, that webpage even provides a digital countdown to
the mandatory comp liance "drop dead" date. Here's a link:

Also, our JSC coordinator was a member of the IMO's correspondence group that
developed the theory and content of the new container weight regulations. He is most
pleased to assist labor and management interests over any "rough spots", and can be
contacted at blueoceana@optonline.net .
