The commission, which is due to finalize proposed charter changes by the end of the month, heard on Monday from former City Council President Henry Kinch Jr., who says it's time to eliminate the expensive budget item. "It's part-time work, and I think the time has come," he said. "This is the way to go." The estimated cost of each Blue Cross health and dental plan is about $16,000, though not all elected leaders take the plan.
