Various other smaller eligible expenses of $50,000 were also bud- geted and the Village is also looking into whether hauling wastewater to Smiths Falls is an eligible expense. It cost $60,000 to haul 10,000 m3 to Smiths Falls plus the processing costs there. That was about $30,000 in 2014 during emergency hauling. With mild weather causing erratic inflows to the lagoon and impeding snowmaking, there is a good chance Bartel's will be back to haul more this spring. With perhaps less than a month of snowmak- ing left, the village has to make it to June when the MOE allows summer land application. Last Friday through Monday inflows averaged 515 m3 per day, well over the approved 304. Lagoon one was down to 150cm deep, 30 cm below its capacity while lagoon 2 was reading 176cm, which is 6 cm over its design capacity but they have been having trouble with the accuracy of lagoon two gauges. The village has to spend the first $1.98 mil- lion grant toward the pro- ject which has to be com- plete by Dec. 31. The vil- lage has to kick in 10 per cent. Village council briefly discussed going after new federal-provincial infra- structure money expected to be rolled out this year but they would have to get that done in a hurry and kick in 33 per cent. In any event, the village will have to start looking toward a fallback position of borrowing for the pro- ject which could cost as much as $4 million in all. The decision also throws a wrench into the village's pending public process to raise water and sewer rates. Customers currently pay $140 per month and staff has been directed to come up with a few sce- narios for future rates. The options were to be unveiled at a public meet- ing this spring. The village hopes the new filter bed system will be much cheaper to oper- ate than Snowfluent but they still have to address with ongoing annual deficits – $708,000 in the disaster that was 2014, an estimated $83,000 for 2015 and a budgeted loss of at least $181,920 for 2016.
