By Margaret Brand The Review-Mirror The Chaffey's Lock Heritage Society will be entering into a long-term lease with the township to operate the Chaffey's Lock Community Hall. Rideau Lakes council got a look at the document at a Municipal Services committee meeting last week before its passage as a bylaw next month. The township will pro- vide the society some financial support during a five-year transition period from being a township managed property. The society will receive pay- ments graduating from $5,000 the first year to $1000 in year five. "Obviously we need transition funding while we figure things out to absorb the work they used to do-to help offset those costs," said Chaffey's Lock Heritage Society President Dave Brown. The deal provides immediate savings for the township which has spent up to $10,000 a year to operate the facility with a hall board, including insurance, maintenance, utilities and water testing. The township will be leaving the hall to the community in better shape than it's been for many years. An engineering study commissioned by the township revealed structural problems which in the spring of 2013 closed the hall to the pub- lic until they were reme- died over the winter of 2014. A Trillium grant secured by the township in the same year financed a new septic system and added accessible wash- rooms at the front of the building. Since it's opening to the public again in the fall of 2014 the community has rallied round the hall to make it a centre for the community. "We learned a very hard lesson. If other people are caring for a community asset the community becomes complacent about it. We all saw that we had become compla- cent," said Brown who has a dedicated committee behind the project. Since the hall reopened there have been concerts sales and a variety of ongoing activities includ- ing a pop up café during the summer and into the fall "It's the heart of the community and it's gives us a place to shine. There's pride in ownership. That's what we'd like to see con- tinuing. Part of the charm of Chaffey's is keeping the old values," said Catherine Goulah-Carbino. The hall was built in 1932 by the Women's Institute, which operated the hall until 1995. "We have found that the community, including business owners and employees, year round residents, summer cot- tagers and visitors, appre- ciate the opportunity to become part of the Hall's revitalization," said her- itage society secretary Lorie Truemner. Brown doesn't see any big changes coming to the hall this spring or summer. Roof repairs and improve- ments to the kitchen could be on the horizon. "We aren't' going to do anything until the fall. We are all ramping up for our own businesses," said Brown. The Two Rivers Food Hub in Smiths Falls is holding three seminars in March to help growers and producers develop their business.
