There will be lots of construction activity at Rideau Canal lock stations in the winters to come after the announcement Tuesday of a $57.3 million investment in infrastruc- ture. The funds will address a portion of an infrastruc- ture deficit along the canal which was begun with a $46 million investment of projects announced by the Conservatives last spring. The $57.3 announced Tuesday in Ottawa by Environment Minister Catherine McKenna is for new projects and shortfalls for projects previously announced including the rebuild of the Bob's Lake Dam in Bolingbroke. Projects in the southern sector include major masonry rehabilitations of $9.5 million at Kingston Mills where there will be rehabilitation of all Township of Rideau Lakes council has direct- ed staff to draft a resolu- tion to ask the provincial Ombudsman's office to investigate or review the township's accumulated deficit. The motion came out of an in-camera discus- sion at Monday's commit- tee meeting. Mayor Ron Holman, who was unable to attend Monday's council meet- ing, is looking forward to the motion for the Ombudsman's potential review. "I will move the motion and will seek full support of council to sup- port it," said Holman. When new auditors began providing service to the municipality in 2015 they discovered deficits from one year were not being transferred to the following year's budget. The shortfalls, between 2010 and 2014, added up to $1.17 million. In 2009, PSAB Regu- lation 3150 required the introduction of Tangible Capital Asset valuation into the municipal accounting statement instead of cash account- ing. Assets of the town- ship, including roads and bridges were assigned a value. "Despite this change under Municipal Act s.290 (4) 9c) municipali- ties are required to offset operating surpluses or deficits through the subse- quent year's budget," wrote Rideau Lakes trea- surer Joe Whyte in a report to council. "I look forward to the outcome as I realize that it is difficult for members, particularly new mem- bers, to fully understand PSAB financial reporting which is now the standard in municipal reporting," said Holman. Around 40 day and full- week trekkers have regis- tered to participate in the journey following the route of settlers from Brockville to Perth begin- ning on Sunday May 14 and ending in Perth on Fri- day May 20. They will be accompa- nied by six horses and wagons which will jour- ney from Brockville to Lynn, Athens, Delta, Port- land and Rideau Ferry before the final push to Perth on Friday. The travelers through North Leeds will be on some of the same routes which the first immigrant families travelled in the spring of 1816 to get to Perth The public can also participate in the event by enjoying some of the pub- lic meals and evening entertainment along the way. A community roast beef supper will be held in Lynn on Sunday and on Monday Athens will host a dinner and activities at the Joshua Bates Centre.
