Cooper oversees NRVIA training sessions for certified RV inspectors. NRVIA regulations stipulate RV inspectors must be a third-party, unbi- ased individual, who provide the facts and present them in a written report for the customer. NRVIA's code of ethics states that an individual who performs an inspection on an RV can't work on it for one year. That rule was specifically designed to prevent conflicts of interest, such as if a mobile technician designed as a certified RV inspector performed an inspection for a customer – and then immediately offered to perform the repairs himself. The concern with that is that the inspector might put his business interests above those of the customer, according to Cooper. He notes that customers using the RV inspectors' services could be a private buyer, a seller, or a dealership that is using the inspection report to offer the customer a "certified pre-owned RV" that can by backed by an extended ser- vice policy. NRVIA's focus is to protect con- sumers, according to Steve Anderson, president and owner of Workamper News, a publication devoted to pairing RVers with campgrounds and other RV employers. He asked for Cooper's help because Anderson was getting phone calls from people who were considering buying used RVs but didn't know if they were getting good deals. Families also were calling because either their parents had died or they weren't RVing any- more, and the families needed to know the conditions of the units before they sold them. "We found more than 60 percent of the used RVs never go through dealer- ships," Cooper says. "They are sold from one individual to another. People are buying these RVs and not really knowing
