Officers of the Rideau Lakes OPP Detachment are continuing an investi- gation into a fatality that occurred on Hwy. 15 in Rideau Lakes Township earlier this month. Officers investigated a fatal motor vehicle colli- sion near Frayn Road May 7 around 12:30 a.m. where an 18 year old male died at the scene. Police are seeking two males travelling in an older model blue or black pick-up truck that stopped to render assistance. The two males used a tow strap and their own vehi- cle to move one of the two involved vehicles far- ther away from the vehi- cle that had caught fire. The vehicle still had a trapped female inside and had it not been for the selfless acts of these two men, the outcome for the trapped female would have been tragic, accord- ing to OPP. It is believed the males departed southbound on Hwy. 15. The two good Samaritans, or anyone knowing the identities of these two males, or any- one who stopped to ren- der assistance, are asked to contact Leeds OPP Staff Sergeant Jason Butcher or Constable Chuck Doran at 1-888- 310-1122 or 613-345- 1790. The 2016 Rideau Canal navigation season is a pre- lude to what will be a busy 2017 season when free lockage will be offered in honor of Canada's 150th birthday. Environment minister Catherine McKenna announced next year's free lockage offering last Fri- day, at the start of naviga- tion on the Quebec canals, the Trent-Severn and the Rideau. "I'm hopeful it will bring back people who have stopped locking," said. Rideau Canal Associ- ate Director John Festarini who sees some fine tuning of operations might be in order in preparation for next year. "We want to make sure we get to full capacity. We want to make sure we are using the existing staff,' he said. Boaters who make an early start out on the water can also get some free lockage this spring with the return during the months of May and June of a two for one pass. Lockage will also again be free on Canada Day. By Margaret Brand The Review-Mirror Township of Rideau Lakes councilors passed a motion Monday to request the Ombudsman to inves- tigate the accumulation of a deficit by the municipal- ity between 2008 and 2014. A review by the town- ship's new auditor found the township had accumu- lated a deficit of $1.18 million. Council has addressed the issue on its books by using reserves and a bud- get surplus from 2015. A motion by Mayor Ron Holman for the ombudsman's investiga- tion was attempted to be amended by Councilor Jeff Banks but didn't gain any support. The councilor wanted a committee of himself, and Councillors Claire Gun- newiek, Arie Hoogen- boom and Bob Lavoie to provide a compliment to the ombudsman's investi- gation. "I think this motion is overdue. We could have avoided some of this con- troversy if we'd done this earlier," said Hoogenboom who asked for a recorded vote. If or when an investiga- tion is conducted is anoth- er question. In January the Ombudsman's office got new powers to investigate municipalities. In a speech to the Ontario Small Urban Municipalities conference earlier this month Ontario Ombudsman Paul Dubé told politicians how many formal investigations it had launched into munici- pal matters. "We have received more than 1,200 com- plaints about municipali- ties so far, from about 250 different municipalities. And how many formal investigations have we launched? As of today, none," said Dubé earlier this month. He said the vast majori- ty of complaints have been resolved quickly and informally, with most complainants being referred back to the proper local mechanisms. Dubé said the most common complaints so far involve municipal coun- cils themselves. The cate- gory included complaints about council members and their conduct, policies and decisions of councils as well as communications and conflict of interest.
