By Margaret Brand The Review-Mirror Township of Leeds and the Thousand Islands (TLTI) councilors have once again been chastised by the Ontario Ombuds- man's Office (OOO) for the use of emails to advance council business. The Ombudsman deter- mined a complaint that TLTI council had dis- cussed a zoning by-law application through email was a violation of the Municipal Act. The Ombudsman deter- mined council violated the open meeting require- ments and recommended they cease its practice of discussing council busi- ness using quorum emails or any other electronic for- mat. Emails sent between a Committee of the Whole meeting and the following week's Council meeting revealed online discus- sions which could have laid the groundwork for the council decision on conditions of zoning for a horse farm that backed up on to a rural subdivision outside Gananoque. That the Municipal Act does not provide for emails or other electronic communications to be used as a substitute for meetings to conduct municipal business has been a refrain in the previ- ous two Ombudsman investigations in TLTI. Council was using quo- rum emails, published online after editing by staff for privacy and legal concerns, but the practice wasn't endorsed by all of council. Councillors Liz Huff and Harold Emmons have not participated in the quo- rum emails. "The Municipal Act says we are to do business The Westport Harbour Advisory Committee made recommendations at Wednesday's Committee of the Whole meeting to expand docking at the har- bour along with other pro- posals that could total almost $400,000. The floating dock pro- posal was one of a series of recommendations brought to council which included no parking on Fetch Murphy Way and the Bedford Street exten- sion down to the lake and the suspension of season- al mooring for the 2017 season. The committee was looking for support for the docking plan – estimated at about $300,000 – to apply for an infrastructure grant in the hopes of real- izing the plan in time for the 2017 boating season. The committee was revived last month under former chair, Councillor Mark Parliament. The plan for included a boardwalk/dock along the lake side of the island which could potentially form one side of a rectan- gle of docking extending out into the lake with a multi-use platform on the island side. The inside of the pro- posed enclosure could potentially be accessed by Lyndhurst will wel- come thousands of visitors to the Lyndhurst Turkey Fair this Saturday. Activities, displays, live entertainment, crafts, food vendors, live ani- mals, a car show, a writer's corner and boat rides are just some of the activities to enjoy during the day. On the water there are Voyageur canoes rides, the opportunity to row a St. Lawrence Skiff as well as kayak rides. Children's activities include pony rides, petting zoo, wagon rides and climbing wall. For the adults there's a silent auc- tion, a quilt show, an antique car show and lots of live music including Old Tyme Music, a blue grass stage, an Elvis trib- ute artist, and other popu- lar music. The day free for the whole family but the event can't do it without the community's support from the purchase of $2 Turkey Fair buttons, 50/50 tickets and draw tickets.
