"The consultants' report was well done, thoughtful, thorough, well structured and easy to understand. I think they did a great job. I think that was echoed by members of council and the public," said CAO Mike Dwyer. On Tuesday November 29 the public will be able to bring a delegation to council for their elected residents to make a more informed decision. Watson & Associates, the consultants that looked at the system's long-term financial implications ear- lier this year, had recom- mended rates go up by about 3 per cent annually for 10 years. The 2017 increase was set to cover next year's expenses, with the plan to go the three per cent route after that, meaning rates would be $214 per month by 2026. Mayor Jones was asked if that may change after the new filter bed system is installed next year as it is cheaper to operate than the current system. "The provincial and federal governments aren't going to come along with $5 or $10 million (to replace other system com- ponents in the future). "Things have changed, they don't have the money," she said. The village has applied for another Ontario Com- munity Infrastructure Grant (OCIF). It was for $1.9 million, with the vil- lage share an additional $220,000. The money would be used to complete the filter bed system. "I am confident about (OCIF) this though," the Mayor said. They expect an answer by the end of January. If they don't get approved by OCIF, they will have to look at other options including long- term debt. "We know the future of the village hangs on this. "We know this is big," she said. The 2017 portion of the bill based on usage won't change much, with cus- tomers staying under 17m3 per month paying $125.44 per month, up just over $1. Users going over 17m3 will pay $32.23 per 1,000 gallons, up 4.6 per cent from $30.81 this year. The big increase – 120 per cent – is on the capital charge. It goes from $17.58 per month to $38.60. Since the system was installed in the 1970s, the municipality has been hes- itant to raise rates until absolutely necessary. Rates have been at $141 for the past three years. In the previous five years, they rose over 20 per cent annually, going from $46 to $141. They were frozen at $46 since the early 1990s, when rates more than doubled after sitting under $20 for almost 20 years.
