4 LINCOLN DECEMBER 22-28, 2016 | VALLEY BREEZE | CUMBERLAND LINCOLN EDITION Fines imposed, license revoked at Broken Tail dog rescue in Lincoln LINCOLN – Four months after the first reports of serious canine dis- ease among rescued dogs at Broken Tail Foster and Rescue of RI, the agency is facing $63,000 in fines and is under orders by the Department of Environmental Management to surren- der its license. According to Marisa L. Coates, veterinary paramedic of the Division of Agriculture, about 16 pups from the facility were euthanized "due to a diagnoses or exposure to parvovirus" between August and September. It was following an outbreak of parvo and canine heartworm at the rescue, which is run by the owners of Oh My Dog in Lincoln, that the DEM placed quarantines on the facility. Dr. Scott Marshall, state veterinarian, told The Breeze this week, "As you can imagine, a worm living in a dog's heart can easily cause disease. Heartworm has been in this area at a very low level for a long time, but now with the influx of dogs from southern rescues veterinarians are diagnosing it more frequently." The Rhode Island Society for the Prevention of Cruelty to Animals and DEM officials were initially called into the facility, located at 259 Front Street in August, because of an outsider com- plaint about the care of the dogs. Coates recalled that in the initial case, one pup in a litter of eight was diag- nosed with parvo. She said according to the veterinarians at Cumberland's Compassionate Care, the entire lit- ter was euthanized around Aug. 21. Other pups, including vizsla mixes, were put down later that month and in September, she explained. Meanwhile, "Quaker" and "Rosie," pup siblings, Coates said, tested positive for parvo on Aug. 29 at Cumberland Animal Hospital, but were treated and survived. Following the quarantines, rescue owner Amna Memon, who runs the operation with her husband James Baribeau, announced in an Oh My Dog RI Facebook post they were thousands of dollars in debt with bills, veterinarian care, rent, staffing and supplies. According to the Facebook post on Aug. 31, the owners stated, "We fully acknowledge that if we had less dogs in our facility, there would have been less dogs to become sick. That being said, we were the last hope for these dogs." This December, a notice was sent to Memon and Baribeau that charges the couple with a number of issues, includ- ing failing to disclose animal sickness, violating requirements involving license application and taking sick animals to a veterinarian. Now, Memon is encouraging the rescue's backers to share their support for the operation by writing and mak- ing calls to state representatives and the American Society for the Prevention of Cruelty to Animals. There's also a request for donations to cover the attor- ney bill by emailing brokentailjax@ gmail.com. As reported previously by The Breeze, last November marked the third year Oh My Dog opened, and the "retail-to- rescue store" was on a mission to save 1,000 dogs by 2016. Memon, a Lincoln native, opened up the store after her experience living in Florida. She and Baribeau said they were hor- rified when they stumbled across count- less Craigslist ads by people who were getting rid of dogs and puppies, some- times days old, and trading the animals for items like Xbox gaming machines and even an old car. Memon had told The Breeze that most of the profits from Oh My Dog go directly to the rescue service, and said that she and Baribeau had helped rescue between 600 and 700 dogs from kill shelters as of October 2015.
