A Globe and Mail report last week on the level of sexual assault complaints classed as 'unfounded' by police forces across the country has the OPP promising to review about 4,000 cases between 2010 and 2014. The Globe spent 20 months working on the project, compiling figures from across Canada that found the average number of 'unfounded' complaints at 19 per cent. The OPP came in at 34 per cent with the three detachments in this region all higher than that. "The OPP takes all reports of sexual assault and violence very serious- ly and uses all resources necessary to conduct com- plete, thorough and pro- fessional investigations, OPP Commissioner Vince Hawkes said in a state- ment last week. Leeds County OPP, serving a population of 38,408, received 176 alle- gations of sexual assault over the five-year period, and deemed 69 of them or 39 per cent, as unfounded. Lanark County OPP, serving 64,276 people, has 263 sexual assault com- plaints from 2010-14 and considered 109 or 41 per cent as unfounded. South Frontenac OPP, policing a population of 18,766, received 140 com- plaints and classed 49, or 35 per cent, as unfounded. "Over the next several weeks, the OPP will review approximately 4,000 sexual assault inves- tigation reports that result- ed in a designation as "unfounded" between the years 2010 to 2014. "We want to ensure that all reports during that peri- od were properly classi- fied when received; that the incidents were appro- priately investigated; and, that the correct classifica- tion was used when the investigation was com- pleted. It will take some time to review and assess these incidents, and, if warranted, we will expand the review," Hawkes said. Aecon Construction and Materials Ltd. pleaded guilty to two offences and was fined $120,000 for discharging a material into water that may impair the quality of the water and failing to report the dis- charge, contrary to the Ontario Water Resources Act (OWRA). The company was also issued a Court Order requiring that a fish habi- tat embayment is con- structed within the Rideau River watershed. Aecon builds major infrastructure projects across Canada.
