The long, expensive and exhausting Snowflu- ent saga is officially over. Village of Westport Council made it official Tuesday night when they selected Selectra Inc. to install a new filter bed sys- tem. The Stratford-based company was the lowest of five tenders, at $2.3 million, and construction is expected to start any time. "We are absolutely sure we have the construc- tion loan. "I am confident in pass- ing this," Mayor Robin Jones said at the meeting. "A real pat on the back to the public for their patience and to our trea- surer and CAO. "The last three weeks have been full out," she said. Five tenders were received in late May, rang- ing from $2,372,690 to $3,420,180. Aecom and the vil- lage's solicitor have been reviewing those while financing was arranged. The construction loan is for approximately $3 mil- lion after Aecom had the village thinking tenders would be in the $1.3 mil- lion range. It turned out to be $1 million higher and they still have to pay for the second half of $1.2 million in filter sand. The first half, along with many other expenditures, was paid for with a $1.9 mil- lion provincial grant received two years ago. Westport is currently applying for another $1.9 million Ontario Commu- nity Infrastructure Fund grant. Successful appli- cants won't be announced until around January 2018. If successful, it would pay off most of the con- struction loan with another $1 million or so converted to long-term debt. The new debt still leaves the village within their provincially-mandat- ed maximum, Mayor Jones said last week. It is expected to take 120 days to have the sys- tem up and running. In the meantime, they have been reducing lagoon levels with spray irriga- tion, putting off the poten- tial need for hauling wastewater to Smiths Falls for treatment while the new system is finished.
