By Margaret Brand The Review-Mirror Township of Leeds and the Thousand Islands council voted to have an Integrity Commissioner investigate potential Code of Conduct violations by their colleague John Paul Jackson. Last week Councillor Jackson revealed informa- tion to some news media outlets from closed council meeting decisions which resulted in the disciplining of four staff members including the firing of Treasurer Sarah Huskin- son and Public Works Director Michael Touw. At Monday's meeting Jackson objected to being identified in the motion which was put forward by Councillor Geri Last. "So what you are say- ing is that wasn't you on the news telling everyone that you were violating the Municipal Act? You self identified when you went to the news," said Mayor Joe Baptista Jackson, along with other members of council, in-camera received an 11- page executive summary of the investigation by the township's law firm, into charges of sexual harass- ment which four employ- ees leveled against the CAO. The employees' claims came near the end of CAO Greg Borduas' probation- ary period. The law firm found the charges unfounded after investiga- tion. At two council meet- ings in June, Jackson tried to get a motion on the floor for council to receive the full report but was ruled out of order by even men- tioning the report which was received in-camera. The mayor has said the rest of the report has been protected to maintain client solicitor privilege. After a public consulta- tion process last year, council voted to fold New- boro Ward into North Crosby, with two coun- cilors per ward, reducing the size of council by one for 2018. That didn't sit well with Portland's Brian Preston who launched the OMB appeal. "We didn't have an issue with the boundaries, we had an issue that they kept two members per ward," Preston said after the hearing. A consultant held public meetings last summer and heard feedback on four options. Option four would have one councilor per ward, plus two councilors elected at large plus the mayor. Option two was chosen by council. "The consultant report said people preferred option four but they went with option two. "They could have done that without spending $20,000," he said. Preston wanted to see more cost savings by drop- ping to seven elected mem- bers. "Seven in total is a big cost savings from the 10 they had before. This is a pittance of a change. "They are fighting in a sandbox and now there is two of them in each sand- box. "I would have thought they would have looked to modernize," he said. The OMB officer didn't commit to a decision date but Preston expects it will be this summer. "It is an uphill battle to get them to intervene in a municipal decision," he said. Westport native Kizi Spielmann Rose has been named one of 15 finalists in the 19th RBC Canadian Painting Competition and will have his painting hung this fall at the National Gallery. Spielmann Rose, 24, is a graduate of the Nova Scotia School of Art and Design and is completing a Masters in Art at the University of Ottawa. This year was the sec- ond time he had entered the competition which is limited to emerging artists in the first five years of their careers who can sub- mit up to three works. "The one they chose was a little bit wilder. The others were a little bit more conservative," he said. Spielmann Rose isn't new to art competition. As a student at Rideau Vista Public School he regularly placed in the Legion poster contests. The RBC competition's three winning paintings will be added to RBC's Art Collection along with the winners of the previous 18 competitions. The winner will be announced Oct. 17. Spielmann's Sun and a Tide Pool, is a painting in a body of works on board layered with pastel and then, with a ballpoint pen is etched with lines after a second layer is applied. "I'm not thinking, it's more of an immediate process," he said of the work.
