The payroll employment level of 1.296 million is up by 68,800 jobs, or 5.6%, since hitting bottom in March 2010. Grow fleet No change Shrink More than half – 52% – of the participants in Randall- Reilly's monthly MarketPulse survey said in December that they planned to increase the size of their fleets within the next six months. Nearly another third – 31% – said they planned to replace aging equipment but keep fleet size the same, while 15% planned no changes. Indicators The American Trucking Associations' advance seasonally adjusted For-Hire Truck Tonnage Index increased 0.3% in November from October. Housing starts rose 3.4% in 2011 over 2010, although the 606,900 starts in 2011 were well below the 1.5 million average since the U.S. Census Bureau began keeping records in 1959. Permits authorized for privately owned housing units were up 1.2%.
