By Margaret Brand The Review-Mirror Last month's Elgin and Area Heritage Society's Creative Hands exhibition at the Red Brick School gave opportunity for many people to remember friends, family, and neigh- bors. For Ken Hutchings the event was an opportunity to share his father Sam Hutchings' story and his work as a carver of decoys. Sam Hutchings was born in 1894 and grew up in California near Jones Falls on a farm where hunting ducks was just part of your way of life. "He started as a kid to make some decoys to go hunting," said Hutchings. Hunters would take them out in late fall with a float of 30 or 40, the more, the better said Hutchings. Some of Hutchings early ducks have travelled far from their origins back in California and are trea- sured by collectors. In the early years he carved whistlers and blue bills and later on Mer- gansers and a lot of other ducks. Last spring Leeds and the Thousand Islands, Perth, Rideau Lakes and Westport agreed to a cor- porate fee for the use of their municipal docks at Seeley's Bay, Last Duel Park, Portland and West- port. Last week council learned the project was two and a half weeks behind schedule. The contractor has been stripping topsoil from the site where they will be building a large subsur- face system. "They are taking extra- ordinary measures. They told us today they will meet the schedule," said Westport CAO Paul Snider after a site meeting last week. If the work is not com- pleted as per the schedule the contractor has an obligation to pay damages, a financial incentive to be finished on time. They are also responsible for haul- ing of wastewater after the deadline. Work has now been completed on an addition- al road to the site off of Cty. Rd. 10. This will give trucks a one-way trip through the site for the dumping of the estimated 6300 loads of sand required for the project. The sand is being hauled from a pit near Seeley's Bay. It has been estimated a truck will arrive to the site every seven minutes. The size of the filter bed is engineered to han- dle flows of up to 600 cubic meters in peak peri- ods and should result in an expanded rating from the current 310 m3 rated capacity, to 350 m3 per day.
