On January 1, 2018 the Village of Westport will officially own the lands which include its waste treatment plant and associ- ated lagoons. An order by the Minis- ter of Municipal Affairs, Bill Mauro was passed on Dec. 14 and takes effect next month. Both municipalities approved the annexation in December 2016 and had anticipated that the new boundaries would come into effect on July 1, 2017. The lands to be ceded to Westport include most of Lot 10, Concession 7 and include lands zoned rural with the the rest zoned disposal industrial. Only a small lot-wide section of Concession 8 will be under 'joint juris- diction' in accordance with the Municipal Act but won't have any material impact to operations, said Rideau Lakes CAO Mike Dwyer. Westport under the agreement will pay Rideau Lakes $12,500, the equiv- alent of 10 years lost prop- erty tax on the lands. By Margaret Brand The Review-Mirror Seeley's Bay resident James Raffan received a meritorious service medal last week from the Governor General for his work at the Canadian Canoe Museum in Peter- borough. Raffan who served the museum as executive director from 2008 to 2014 was credited in his citation for the award as rescuing it from near bankruptcy and trans- forming it into the vibrant cultural attraction it is today. "It seems funny to be called out as an individ- ual for what is an ensem- ble effort," said Raffan who took on a big chal- lenge in his new role. "It was in need of help. Just about everything was broken. It had come through a difficult time. The board had closed the doors because they had run out of money," he said. The museum now has a bright future with its planned relocation to the Peterborough lift lock where it will have a new home in a sustainable building allowing display of all of its more than 600 watercraft as well as access to the river for educational programs. The new museum will put its stewardship of the world's largest and most significant collection of canoes, kayaks and pad- dled watercraft on a national stage. Raffan has brought his many talents to the muse- um over almost two decades. He served as the developer of the muse- um's first education pro- gram in 1999, and became curator in 2007 before his 2008 to 2014 term as the museum's executive director. He is currently the director of external relations. "I'm fundamentally a story teller who believes in the mission of the museum," said Raffan who over the past few years has been support- ing the Seeley's Bay Area Residents Association through his story telling with the Storyfest series. Local residents have learned about Canada and beyond as well as the storyteller himself. Raf- fan is an accomplished author, cultural anthro- pologist, educator and explorer with a decades' long passion for the arc- tic. Last spring Raffan brought the Canoe Muse- um together with his home waters with Con- nected by Canoe, a ten- day trip from Kingston to Ottawa which brought 16 people including First Nations people and new Canadians with stops along the Rideau Water- way. In Seeley's Bay there was a supper with the community. Raffan embraces the idea of the canoe as a potent metaphor taking Canada forward into the future, and as a device that defines our country's past, present and future, standing for respect, reci- procity, relevance and reconciliation. Last Thursday at about 11 a.m., Rideau Lakes OPP responded to a 911 call at a residence in the township. Investigation revealed that the caller had acci- dentally dialled 911 on his Smart Watch after he had bent down and leaned on the watch. Leeds County OPP Detachment, Acting Staff Sergeant Josh Kingsley reminds owners of such watches to be aware of the functions and their capa- bilities when in use. Non- emergency and/or prank 9-1-1 calls defer operators from answering real emer- gency calls. Raffan receives meritorious service medal from Governor General Brockville General Hospital and Kingston Health Sciences Centre were among the 36 groups recognized by the Trillium Gift of Life Network last week. They presented a record 36 awards to 29 hospitals and partners for their work in organ and tissue dona- tion between April 1, 2016 and March 31, 2017. These hospitals and partners were recognized across four categories. Highlights include: •Twenty-seven hospi- tals received the Provin- cial Conversion Rate Award for meeting or exceeding the target of a 58 per cent conversion rate set by Trillium Gift of Life Network. Conversion rate is the percentage of poten- tial organ donors (a deceased patient identified as having organ donation potential) that went on to become actual donors. •The Children's Hospi- tal of Eastern Ontario, was awarded the Provincial Routine Notification Award for maintaining a 100 per cent routine notifi- cation rate: the rate at which hospitals notify Trillium Gift of Life Net- work when a patient has died and there may be potential for organ and/or tissue donation. •Five healthcare profes- sionals were recognized with the Donation Cham- pion Award, including BGH's Linda Peever, the hospital's donation cham- pion, for embracing dona- tion and leading culture change at their respective hospitals or organization. "Ontario has had three consecutive record years of lives saved through transplantation, and such success would not be pos- sible without our dedicat- ed partners," said Ronnie Gavsie, President and CEO, Trillium Gift of Life Network.
