2018 / ISSUE 106 5 NEWS This included various senior aid workers and Oxfam's Haiti programme chief Roland Van Hauwermeiren, who allegedly paid local prostitutes for sex and encouraged victims into prostitution. It has since been argued that this culture of abuse has been going on for much longer than most realize. Allegations of misconduct about two of the men involved had been raised before they were even sent to Haiti, yet Oxfam ignored these concerns. Leaked internal documents show that Oxfam chiefs in the UK were troubled by Van Hauwermeiren's behaviour towards women, despite this, the 68 year old Belgian was appointed to a senior humanitarian role in Haiti. Further documents reveal that Van Hauwermeiren dealt with four complaints of sexual harassment against another aid worker involved in the sex scandal, a Kenyan, who he allowed to stay on the job. Eventually, the two men and seven others were dismissed in 2011 after they were investigated for downloading pornography, bullying, intimidation and the use of prostitutes in Haiti. Despite this Oxfam did not release the information behind Van Hauwermeiren's resignation to the French charity 'Action Against Hunger' when they hired him in 2012, he stayed with the charity until 2014. Senior Oxfam managers and chief executive, Dame Barbara Stocking even allowed Van Hauwermeiren to have a "dignified" resignation. In the meantime Oxfam's deputy chief executive Penny Lawrence has resigned over the handling of the sex scandal and the Charity Commission is currently investigating the charity's cover up - a claim Oxfam denies strongly. In 2011 during Haiti's earthquake crisis several members from Oxfam preyed on vulnerable women and children in the poorest country in the Americas.
