Lyndhurst dentist Dr. Catherine McGregor has been disciplined by the Royal College of Dental Surgeons of Ontario and has had her license sus- pended from January 29, 2018 to April 28, 2018. She was disciplined after a complaint by a patient, M.B., who failed to receive her dental records after requesting them from McGregor's office. The doctor did not com- ply with requests from the college for the records dur- ing the years of the 2015, 2016 and 2017 college's investigation and it was found that the dentist had failed to keep records of the treatment of M.B. McGregor was found to have hindered the col- lege's investigation because of her failure to produce the record. The patient received treatment from the dentist between December 5, 2013 and May 12, 2014 as well as on unspecified dates following that time period. M.B. submitted the complaint to the college after making numerous unsuccessful attempts to speak to the doctor. Before the complaint was made to the college the patient attempted to pursue medi- ation through the Ontario Dental Association but the dentist did not respond to that initiative. McGregor attended a discipline hearing of the college Jan. 29, 2018 and was sanctioned for not keeping the required records, not cooperating with the investigation and acting in a manner which would be regarded as dis- graceful, dishonorable, unprofessional or unethi- cal. The discipline panel's findings stated in their rea- sons that the doctor was sued by M.B. and through a court order was made to reimburse the patient for the full amount of the treatment, with interest and court costs. The discipline panel has required Dr. McGre- gor to take a comprehen- sive hands on course on record keeping which is approved by the college and includes an evaluative component. She must also take an ethics course which includes at least three meetings with a regulatory expert approved by the college and will have her practice monitored follow- ing the completion of the period of suspension. For each monitoring visit she will be charged $600. Dr. McGregor also had to pay $3,500 for the costs of the disciplinary hearing. Township councillors had some discussion on the cost of shared services with Rideau Lakes, including fire services and a recreation agreement for the arena. The village pays 40 per cent of the costs for the Westport station, includ- ing capital costs. "It's something we haven't really looked at in terms of 'Is it a fair deal for us?" said Councillor Gerald Schwinghamer. Mayor Robin Jones pointed out the fire agree- ment, which has a five year term, was signed in 2016. The township and the village have also been talking about the agree- ment for the arena, which under a new one-year agreement after discussion between the two munici- palities' CAOs includes a new capital component for Rideau Lakes to pay. "There is a real need for studies here so we have something to work with," said Schwinghamer. Last week Ontario's Sunshine list revealed the salaries, names positions, and total taxable benefits of employees working for organizations receiving public funding from the Province of Ontario. The list started in 1996 and has grown to 131,741 this year, an increase from the 123,410 listed last year. The first list had 4,576 names when a $100,000 salary would equal almost $151,929 today. Local municipal employees have joined a growing list of police, principals, teachers, and medical staff in the region. Rideau Lakes now has one entry on the list with CAO Mike Dwyer at $116,724. The Township of Leeds and the Thousand Islands now has two on the list with CAO Greg Borduas at $133,872 and Planning Director Elaine Mallory at $121,237. The top municipal earn- er was United Counties of Leeds Grenville CAO Andy Brown at $191,713. The only Leeds Grenville municipalities without $100,000-plus earners included Athens, the Front of Younge and Westport. The Capital Program includes the rehabilita- tion of four bridges and approximately 35 kilo- metres of roads, includ- ing culverts, guiderails, shoulders and paving. An average residential property assessment in Leeds and Grenville is approximately $220,000. The average tax increase is $15 for the average residential property. However, the impact varies for each taxpayer depending on the phase- in of the assessments over a four-year period. Leeds and Grenville ratepayers could see a small increase or decrease in their taxes depending upon the 2018 phase-in value of their assessments. Council was able to increase service levels in both Paramedic Service and Public Works. The budget also introduced a dedicated hospital levy of 0.5 per cent which amounts to $186,096 for 2018. A breakdown of the operating budget expen- ditures shows the largest piece of the pie is for Ontario Works at 22.77 per cent, followed by transportation services costs of 17.17 per cent. Community Housing budget is 12.68 per cent and the Paramedic Ser- vice budget is 13.61 per cent. Operating expenses are up by 5.31 per cent overall. The 2018 capital bud- get of $13.5 million includes $11.3 million for public works projects. The overall capital bud- get decreased from last year's total of $12.7 mil- lion. Road and infrastruc- ture work accounts for 84.11 per cent of capital expenditures. Paramedic Service take up 4.59 per cent, followed by 4.28 per cent for County Prop- erties, 2.23 per cent for Community Housing, 1.37 per cent for Corpo- rate Services, and 3.31 per cent for Maple View Lodge. The taxation base includes real growth (new assessment) of $378,085, or an increase of 0.97 per cent. The change in assessment due to the phase-in is $934,244 as property val- ues in the residential, commercial and farm property classes increased.
