By Margaret Brand The Review-Mirror On Monday night Township of Rideau Lakes council established a 2018 tax rate to bring in a municipal levy which is 4.4 per cent higher than 2017. The township's levy for its own purposes has risen from $9,725,835 in 2017 to $10,027,978 this year. The drop in the educa- tion rate this year from .00179 to .0017 along with the United Counties' levy increase of two per cent will leave township's ratepayers with an overall tax rate of 0.00999165, the same as in 2017. Ratepayers' increases or decreases will be dictat- ed by their assessment increase. A homeowner who had a two per cent increase in their assess- ment over 2017 would see a three per cent increase in their 2018 tax bill. By retaining last year's over all tax rate the town- ship will be receiving an additional $169,000 in infrastructure funding above the budget they passed in February. Mayor Ron Holman was unapologetic about the need to raise more dol- lars to maintain the town- ship's assets. "We'd all like to see lower taxes but we have a responsibility. We have $65 million in assets that our residents own and paid for. We have that responsi- bility not only to maintain that it's affordable but to assure those assets are in good shape. We have to maintain those with tax dollars," said Holman who sees the same problem at the United Counties and By Margaret Brand The Review-Mirror After nearly quashing a proposed new council pay structure last week in a tie vote, Rideau Lakes Coun- cil was suddenly unani- mous Tuesday in their sup- port of the new flat rate system. Township of Rideau Lakes councilors were united in supporting the new model for council's remuneration. The final details will be worked out at a future meeting, as they develop a bylaw. At a municipal services committee meeting last Monday the council's tie vote threatened to kill the issue altogether when a motion to accept the new pay scheme, with amend- ments, died in a four-four tie. Mayor Ron Holman emphasized to council that further discussion on the issue could occur between readings of the bylaw. The motion was brought back to council on Tuesday night, after a request that it be revived by Councillor Clair Gun- newiek at last week's meeting. Only seven of nine councilors and the mayor were in attendance last week, helping create the four-four tie. The new compensation package, which was devel- oped by a citizens' task force, includes a flat rate for councilors combined with an annual flat rate for committee responsibili- ties. Holman once again assured councilors that once the compensation program reached the bylaw stage, further amendments would be made between the first and third readings. Councillors were con- cerned that the new remu- neration schedule would be put in place before the election of a new council in October. The budget document included $16,573,430 in expenditures for 2018 and another $2,628,950 for 2019. While the money may have been there in 2017, the plan to spend it was held up after the departure of their public work's manager in May 2017. A new operations manager, Adam Goheen joined the township in February. The $16,575,430 price tag for 2018 spending is part wish list, with facility projects at $11,180,500. That amount includes expenditures for the $10 million plus renovation and rebuild of the former administration building at 1 Jessie Street in Lans- downe which lists $7,000,000 in funding from upper tier govern- ments and another $3.1 million in financing.
