By Margaret Brand The Review-Mirror This summer the Unit- ed Counties may be spend- ing over $500,000 more than planned – $2.1 mil- lion – to complete a rebuild of Elgin's Main Street from the United Church to Hwy. 15. The road will also be completely repaved from Rideau District High School to the downtown core. The opening of tenders for the project last week was a disappointment when the two bids both came in over the $1.5 mil- lion estimate made after the detailed design was completed this winter. The winning bid, antic- ipated to be awarded at a Counties Council meeting later this month, was from Maberly-based Crain Con- struction, which came in at just over $2 million. A bid from a second company was twice as much, at $4.1 million. Rideau Lakes Mayor Ron Holman said county staff would be looking at the estimates of materials contained in the original estimate. "The project is going to proceed it's just that the cost is substantially differ- ent," said Holman who noted the bid does not include the counties costs for project management of the project by an engineer- ing firm. Costs will also be going up by $185,000 for the municipality's portion of the project – sidewalks and streetscaping. To benefit from the economies of the staging of the construction, the township has also included additional projects in the tender. They include the build- ing of a parking lot on Halladay Street beside the municipal complex as well as the rebuild and paving of the municipal parking lot on the Main Street directly behind Guthrie House. The township budgeted $500,000 for the work but the lowest tender came in at $685,000. By Margaret Brand The Review-Mirror In a report released on Monday the Township of Leeds and the Thousand Islands' Integrity Commis- sioner Amberley Gavel found Councillor John Paul Jackson had violated the council's code of con- duct. Investigator Nigel Bel- lechamber presented his findings at a special coun- cil meeting Monday where he made a brief presenta- tion and released a five- page report on his findings of an investigation which began last summer. Last summer Bel- lechamber was provided with 500 pages of emails and documents from the township as well as 262 pages from Councillor Jackson in response to the complaint he had breached numerous provisions of the Township Code of Conduct during 2016 and 2017. Violations found by Bellechamber included failure of compliance with existing legislation, as well as violations concern- ing staff including inter- fering with staff in their duties, maligning their reputations and trying to direct their actions. Bellechamber noted one instance where Jack- son, after not receiving a response from a mid-level staffer concluded his email, circulated to numer- ous other parties with the demand for a complete update on the issue with defined timelines to address whatever course of action staff planned on following. The Owen Sound Attack selected defenceman Nolan Seed of Newboro with the 15th overall selection in the 2018 OHL draft on Saturday. Seed played for the Smiths Falls Under 18 Bears this season, recording five goals and 20 assists for 25 points in 41 games. He also played in five games with the CCHL's Bears.
