In December 2022, and as part of a wider sanctions package relating to
global human rights, the US announced sanctions against four Russian
individuals accused of involvement in filtration operations in occupied
Ukraine, whereby Ukrainian civilians are subject to search and interrogation
to ascertain any links to the Ukrainian government or military.

Forced
deportations, disappearances and torture have been linked to Russia's
filtration operations.
The US has also sanctioned Lyudmila Zaitseva for their role in the kidnapping
and forces relocation of children from Ukraine, and Russia's Central Election
Commission, and all its members, for helping to oversee and monitor the
referendums in areas of Russian-occupied Ukraine in September 2022.

chair of the Central Election Commission, Ella Pamfilova, was also sanctioned
by the UK (see above).
On 15 December the US State Department also announced the designation of
several Russian-appointed proxy officials operating in Kherson and
Donetsk.

Sanctions to coincide with the first anniversary of
Russia's invasion
On 24 February 2023, and to coincide with the first anniversary of Russia's
invasion of Ukraine, the US announced, in concert with allies, another round
of comprehensive sanctions. Designations include:

• Over 60 individuals and entities complicit in Russia's policies of
aggression towards Ukraine and in the illegitimate administration of
Russian-occupied territories, including the facilitation of grain theft and
governing on behalf of Russia.
• Three entities involved in the expansion of Russia's energy sector and
associated export capabilities.
• Four individuals and 22 organisations involved in Russia's advanced
technology sector, specifically those manufacturers and developers of
hardware and software for intelligence collection.
• Three enterprises that develop and operated Russia's nuclear weapons
capabilities, as well as three Russian civil nuclear entities operating
within the structure of Rosatom, the state-owned nuclear power
company.
