On government projects, being able to forgo state sales tax can
mean big savings during school construction and public works
projects. This is even more important during periods of high
inflation when agencies are called on to do more with dollars
that don't go as far.
In the State of Florida, that can mean saving 6-7.5% on building
materials and construction equipment, which can translate into
millions of dollars, depending on the scope of the project. To
obtain this tax break, materials must be purchased, received
and paid for directly by the project owner – hence the name
Owner Direct Purchase (ODP).
Though there are benefits and responsibilities to maximize this
tax savings, there is also an administrative burden. Since the
government project owner must purchase, receive and pay for
construction materials (usually managed by the contractor),
the owner must tightly coordinate the material procurement
process with the constructor.
This labor-intensive reconciliation ODP process no longer must be tracked within multiple spreadsheets or across emails.
