Its origins date back more than 2,000 years ago to the ancient Celtic festi- val of Samhain. The Celts celebrat- ed their new year on November 1st, marking the end of summer and the beginning of winter. On the night of October 31st, Samhain was celebrated, when it was believed that ghosts would return and cause trouble, like damaging crops. The Celts thought that the presence of the spirits made it easier for the priests to make predictions about the future. These prophecies were a source of com- fort and direction during the long winter months. RIDEAU DISTRICT MUSEUM 1961-2016 Leeds-Grenville MPP Steve Clark is calling on Minister of Tourism, Cul- ture and Sport Eleanor McMahon to stop a plan to overhaul the Ontario Tril- lium Foundation (OTF) and reduce its presence in local communities. Clark has previously spoken out against OTF's so-called regionalization plan, which would reduce the number of granting catchment areas to five from the current 16. "In rural Ontario, we know regionalization is a code word for decisions being made in far-off board rooms – and that's bad news for local needs," said Clark. Although the govern- ment must sign off before the plan can be fully implemented, Clark asked McMahon in Question Period why she's allowing it to proceed "by stealth." As evidence, he pointed to Trillium's Memoran- dum of Understanding (MOU) with the govern- ment, which requires OTF's 16 Grant Review Teams to have a minimum of 18 volunteer members. But according to the agency's website, only Toronto currently has the minimum – the average of the others is just 9.4. "The volunteers on Grant Review Teams are the heart and soul of the Trillium program who truly understand their communities," said Clark. "These teams ensure granting decisions have the most local impact and they're being allowed to just wither away because vacancies are being left unfilled." Clark also noted he's heard that multiple regions in the province have no frontline staff to help vol- unteer groups navigate the application process. "If the minister doesn't believe me that these changes would have a dev- astating effect on volun- teer groups in rural com- munities and small towns across the province, she should speak to frontline OTF staff," said Clark. "They know their hands- on work with agencies can't be replaced by a 1- 800 number and webina- rs." Clark called on the minister to end the uncer- tainty by pledging not to sign a new MOU with Trillium that includes fewer than 16 catchment areas and taking steps to immediately fill the vacan- cies on Grant Review Teams. Clark asked for an after-hours debate on the issue. The Speaker set the debate for Oct. 25. They also plan on mov- ing to one application intake per year, something Rideau Lakes Councillor Bob Lavoie takes issues with. "I don't believe that moving a single intake per year for capital grants ben- efits rural municipalities where requesting volun- teer groups are small and usually have requests of under $100,000. "These are geared to renovations that will make a facility energy efficient, accessible and up to mod- ern codes/standards. "A single intake per year could also signifi- cantly delay a project, especially if the first appli- cation is refused and can- not be resubmitted for 12 months. Volunteer groups could become disenchant- ed and lose interest in the project. "Combined with the proposed regionalization of OTF zones, this appears to be another initiative that places rural communities at a serious disadvantage," he wrote.
