A Perth man who once operated a group home in Westport has been charged with over a dozen sexual offences that occurred between 1995 and 2006. In July 2016, the OPP's Leeds County Crime Unit commenced an investiga- tion after a report was received of a historical sexual assault. The subsequent investi- gation resulted in the iden- tification of four victims. On Sept. 15, 2016, the Leeds County OPP Crime Unit arrested and charged a 53-year old man. Police have charged Timothy Patrick O'Neill with one count of Invita- tion to sexual touching; four counts of sexual assault; five counts of sex- ual exploitation; and three counts of sexual interfer- ence. The accused was released from custody on a promise to appear and officer-in-charge under- taking with conditions. He was scheduled to appear in the Brockville Court Oct. 14, but was remanded to Nov. 4. Former Westport group home operator charged Rideau Lakes senior management team is get- ting a new member next week with the hiring of Cynthia Laprade as the municipality's new trea- surer beginning Oct. 31. Laprade's most recent position has been serving the Office of the Comp- troller General Canada as a Senior Policy Analyst. She holds the profes- sional designations of Chartered Professional Accountant (CPA), Certi- fied Management Accoun- tant (CMA) and Public Financial Accountant (PFA). Her previous work with the federal government has included finance posi- tions with the Canada Revenue Agency, and the Conference Board of Canada. She has had municipal experience with Hydro Ottawa and the former City of Gloucester. Laprade, who lives across the township's bor- der in Drummond North Elmsley, is looking for- ward to an end to her com- mute to Ottawa. "I am looking forward to working with Council, the public and staff. I con- sider myself blessed to live, and now work, in one of the most beautiful parts of Ontario – the Rideau Lakes region," said Laprade. She'll be hitting on the ground running with the preparation of the munici- pality's 2017 budget. Rideau Lakes councillors will be getting their first look at a draft budget at a meeting on November 21. The designated detour is via Devil Lake Road, a 21K distance back to the Westport Road. A shorter alternative route from Westport which includes more hardtop is Cty. Rd 36 and then southwest on the Ritchie Road to Burridge.
